ChatGPT Ads: How They Work, Who Sees Them, What They Cost and Whether They Change the Answers

OpenAI now sells ads in ChatGPT in 89 countries, India included. We read its announcements, help centre, ad policies and developer docs to set out who sees the ads, how to buy them, what OpenAI publishes about cost, and whether paying changes the answer.

Key takeaways

  • ChatGPT ads are labelled units below the answer, shown to Free and Go users. Plus, Pro, Business, Enterprise and Edu accounts never see them.
  • OpenAI says ads run on separate systems and advertisers can’t shape, rank or alter answers. An ad doesn’t get you cited.
  • Buy them in Ads Manager at ads.openai.com (beta since 5 May 2026), through partners, or by API. OpenAI counted 89 countries on 21 October 2026.
  • Pricing is an auction, per 1,000 views or per click, never per conversion. The published floor is a minimum daily budget: US$25, ₹725, £15 or €15.
  • India has had ads since late August 2026 and self-serve buying since 31 August. Outside the US, most health, legal and financial categories are banned or limited.

ChatGPT ads are paid, labelled placements below ChatGPT’s answers, shown to people on the Free and Go plans; Plus, Pro, Business, Enterprise and Edu users don’t see them. Businesses buy them in OpenAI’s self-serve Ads Manager at ads.openai.com or through agencies and partners, priced by auction per thousand views (CPM) or per click (CPC). On 21 October 2026 OpenAI said ads run in 89 countries, including India, where the minimum daily budget is ₹725. OpenAI states that ads do not influence ChatGPT’s answers, so an ad buys a slot under the answer, not a place in it.

That last point matters if you want ChatGPT to name your business: ads and citations are different jobs. Facts come from OpenAI’s own pages unless labelled as reporting. OpenAI’s blog and help centre refuse automated requests, so we read Internet Archive copies saved between 28 July and 23 October 2026, and its developer docs directly on 30 October. The programme is in beta and changes monthly, so every fact carries a date.

How ChatGPT ads work

OpenAI’s help centre says you see “one ad unit that may contain one or multiple images below a ChatGPT response”. Its February post says ads are “always clearly labeled as sponsored and visually separated from the organic answer,” and the ad policies ban creative that imitates ChatGPT’s interface. Seeing an ad “doesn’t mean OpenAI endorses or recommends the advertiser.”

Besides the standard card there are product ads built from a retailer’s feed (images, titles, stars, prices), multi-image ads with four to six square images for enabled accounts, and a multi-image format being tested while ChatGPT generates an image. Sponsored Agents, which let people chat with an AI representative of a business, were in a limited alpha, closed to new requests, in September 2026.

How ChatGPT picks which ad to show

OpenAI says its system “selects and delivers ads based on expected relevance and outcomes,” using the current conversation’s context and intent, the ad’s landing page, title and copy, the advertiser’s context hints and targeting, and, if ads personalisation is on, signals such as past chats and memory. When several ads qualify, relevance and bids decide in “a relevance-weighted, second-price auction.” OpenAI’s example: “if you’re researching recipes, you may see ads for meal kits or grocery delivery.”

Context hints sit on each ad group and “are not exact-match keywords and do not guarantee delivery.” Campaigns target countries, plus regions, cities and postal codes where available (product-feed campaigns are country-level only), platforms (Android and iOS apps and web, desktop web) and custom audiences from customer lists, which need 25,000 matched users to include. We found no age, gender or interest targeting in OpenAI’s docs; its February post promised “guardrails to prevent narrow ads targeting.”

What you can and can’t advertise

OpenAI’s ad policies (v1.6, updated 10 September 2026) focus the early phase on “household and consumer goods, local services, travel and entertainment, and digital products and education.” Banned: adult content and dating, alcohol and tobacco, gambling, political content, recreational drugs, counterfeits, individual job or housing listings, and unsupported wellness claims. Financial, health and legal services are restricted, mostly to approved US advertisers; the help centre’s eligibility table marks most of them “Not allowed” elsewhere.

No ads appear near sensitive conversations such as health, mental health, politics or self-harm. Review is mostly automated, using machine-learning systems including LLMs with human oversight, and “Ads or landing pages that cannot be reviewed or evaluated by our systems are not eligible to run.” Version 1.6 also lets OpenAI decline ads that conflict with its “business interests, or competitive position.”

Who sees ChatGPT ads, and who never does

  • Shown: Free and Go users where ads run. The February test covered logged-in adults; the help centre now says ads in logged-out ChatGPT are limited to ones “appropriate for all audiences”.
  • Never shown: Plus, Pro, Business, Enterprise and Edu accounts; accounts identified as under 18, by stated or predicted age; Temporary Chats.
  • Optional: Free users can go ads-free in exchange for lower message limits and no image generation or deep research.

Advertisers get aggregated views and clicks, never “your chats, chat history, memories, name, email, precise location, IP address, or sensitive information.” Users can turn off personalisation (ads then follow only the current chat) and clear ads data, which is removed within 30 days. Personalised ads are “not initially available” in the EEA or Switzerland, and an ad’s language can differ from the conversation’s.

Buying is a separate question from reach. For self-serve, “the legal entity that will advertise and be billed must be based in a country listed as available”; the list archived on 12 October had 63 countries, India, the UK, the US and the UAE among them. Others go through OpenAI’s sales team or partners. Some new self-serve accounts can at first advertise only in their home country, until verification clears and they reach a required spend there.

How to run ChatGPT ads in Ads Manager

  1. Check that your billing entity’s country is on the self-serve list and your category is allowed where you want to advertise.
  2. Sign up at ads.openai.com with an OpenAI account on your work email; add a logo, billing profile and card, and complete business verification, which can take up to seven business days.
  3. Make each landing page reachable: OpenAI says “You must allow OAI-AdsBot” and recommends allowing OAI-SearchBot too. Check robots.txt, firewall, CDN, CAPTCHAs and logins.
  4. Create a campaign: objective (Views, Clicks or Conversions), daily or total budget, dates, countries, optional platforms and audiences. A first campaign may not show date settings until published, so don’t publish it just to reach them.
  5. Add ad groups, one theme each, with context hints and a bid, then the ads themselves. Ads are reviewed before they serve.
  6. Monitor: impressions and clicks refresh about every 15 minutes, but spend can lag seven to eight hours.

Measuring results

Ads Manager reports impressions, clicks, spend, CTR, average CPC and CPM, and conversions once OpenAI’s Measurement Pixel or server-side Conversions API is set up; OpenAI calls the API “a more reliable tracking source than the pixel alone.” It says it “does not currently use data collected via the measurement pixel for user-level personalization.” UTM parameters on landing URLs persist on clicks, but ad-review crawlers may visit with them, so analytics can show unbilled “paid” visits. Organic ChatGPT clicks carry their own tag, explained in what utm_source=chatgpt.com means; our guide to an AI assistant channel in GA4 keeps the two apart.

Agencies, partners and the Advertiser API

On 5 May 2026 OpenAI named Dentsu, Omnicom, Publicis and WPP as agency partners and Adobe, Criteo, Kargo, Pacvue and StackAdapt as technology partners, adding that “OpenAI’s ads system controls all delivery decisions.” Developers can run campaigns, feeds, conversion tracking and reports through the Advertiser API at api.ads.openai.com, with a key from Ads Manager settings.

What ChatGPT ads cost, from OpenAI’s own pages

  • No rate card: OpenAI publishes no average CPM or CPC, and its advertiser FAQ says it “does not yet have performance benchmarks.”
  • Billing: Views pay per 1,000 impressions, Clicks per valid click; Conversions campaigns optimise for a tracked event but bill per click or impression. “Ads are not billed per conversion.”
  • Bids: a maximum bid per ad group, or Maximize Results. For click campaigns OpenAI recommends “starting with a maximum bid of $3–$5 USD per click.”
  • Daily budgets average over a Sunday-to-Saturday week: up to twice the budget on one day, no more than seven times it in a week.
  • Payment is in arrears: self-serve cards are charged at an assigned payment threshold or at month end.

Minimum daily campaign budget by billing currency (OpenAI help centre, archived 22 October 2026)

OpenAI lists 30 currencies; these are a selection. A fixed-bid campaign’s daily budget also can’t fall below its highest ad-group bid. Trade-press figures from the early pilot were never published by OpenAI, and any CPM quoted today is a third party’s observation, not a price.

ChatGPT ads in India

TechCrunch reported on 27 August 2026 that OpenAI would start showing ads to Free and Go users in India, beginning with about 50 brands through WPP and Omnicom, and that India had more than 100 million weekly ChatGPT users. CNBC reported the next day that the ads would be labelled, visually separate and below the response. We found no OpenAI post dedicated to the launch, but OpenAI’s 23 September post counts India among its Asia Pacific launches.

For advertisers, OpenAI’s 31 August post said self-serve access was launching that day “across India, Europe, the Middle East, and North Africa”, and the self-serve list archived on 12 October shows India as available. Three rules matter for Indian businesses:

  • The minimum daily budget is ₹725.
  • Legal entity, billing address and card should match India; OpenAI warns a foreign card may not be accepted and billing country may not be editable later.
  • Outside the US, most health categories, legal services, personal loans, buy-now-pay-later, payments and crypto are “Not allowed”; credit cards, insurance, mortgages, investing and a few others are “Restricted to Select Approved Advertisers”.

Razorpay announced on 5 October 2026 that Razorpay Engage would prepare product feeds and run ChatGPT Ads campaigns for Indian brands, naming Fastrack, Tata Neu, Tanishq and Shaadi.com among early users.

ChatGPT ads vs being cited in the answer

Does paying for ads change the organic answer?

OpenAI says no, and repeats it in every ads announcement since January 2026. Its exact words:

Answer independence: Ads do not influence the answers ChatGPT gives you. Answers are optimized based on what’s most helpful to you. Ads are always separate and clearly labeled.

No. Ads do not influence ChatGPT’s answers. Ads run on separate systems from our chat model, and advertisers have no ability to shape, rank, or alter ChatGPT’s responses.

Three documented details fit that. “By default, ChatGPT can’t see the ads shown to you.” Product feeds uploaded for ads “will not appear in organic ChatGPT conversations” during the beta, and the feed spec calls the ads flag “Independent of search eligibility.” And the crawlers differ: OAI-AdsBot “only visits pages submitted as ads,” while OAI-SearchBot decides whether your pages can appear in ChatGPT search.

What nobody outside OpenAI has verified

These are OpenAI’s statements about its own system; we found no independent audit, so treat answer independence as stated policy. Either way, nothing stops the answer above your ad from recommending a competitor. Landing pages do feed the ads system: OpenAI “may also use content from the landing page to determine when it’s most relevant to show the ad.” That shapes when the ad appears, not what the answer says.

Ads and organic citations do different jobs

Most businesses need both: ads for reach you can switch on and measure, citations for the answers ads can’t buy. If your category is restricted, or your buyers use company ChatGPT accounts, the organic answer is the whole game.

How to work on being cited

  1. Let OAI-SearchBot in at robots.txt and the firewall. Our free AI crawler checker reads your robots.txt for OAI-SearchBot, OAI-AdsBot and other crawlers and requests your page as OAI-SearchBot, which catches when the firewall blocks what robots.txt allows.
  2. See where you stand: the free AI visibility checker asks AI engines three buyer questions and shows whether your brand is named and your site cited.
  3. Put prices, service areas and who you serve in the HTML your server sends, since AI crawlers generally don’t run JavaScript; the full access test shows how to check.
  4. Earn mentions on the lists, directories, review sites and press ChatGPT retrieves for your category. Read how ChatGPT chooses its sources, then the steps for getting ChatGPT to recommend your business.
  5. Measure across many runs over weeks, since answers change from run to run: see tracking AI visibility over time.

Checklist before your first ChatGPT campaign

  • Your billing entity is in a self-serve country, or a partner or OpenAI’s sales team is lined up.
  • Your category is allowed in every country you target.
  • Each landing page returns a successful (200) response to OAI-AdsBot through robots.txt, firewall, CDN, CAPTCHA, login and geo rules.
  • The ad and landing page describe the same offer; a destination adding disallowed content can get the ad rejected.
  • The daily budget meets your currency’s minimum, allowing for one day spending twice it.
  • The pixel or Conversions API is live (same pixel ID and event IDs if you run both), UTMs are on landing URLs, and paid ChatGPT traffic is reported apart from organic.
  • Context hints describe real needs, not keyword lists.
  • Separately from ads: OAI-SearchBot is allowed, key facts are in plain HTML, and you test the questions buyers ask.

FAQ

Do ChatGPT ads affect ChatGPT’s answers?+

OpenAI says no: the ads system is separate from the chat model, and advertisers can’t shape, rank or alter responses. No independent audit of that claim has been published. To be named inside the answer, you need pages and mentions that ChatGPT search retrieves.

How much do ChatGPT ads cost?+

There’s no rate card. An auction sets the price, billed per 1,000 impressions or per valid click, with a minimum daily budget per currency (US$25, £15, €15, ₹725). For click campaigns OpenAI suggests opening bids of US$3–5.

Are ChatGPT ads available in India?+

Yes. Free and Go users in India have seen ads since late August 2026, and Indian businesses could buy them in Ads Manager from 31 August 2026, with a ₹725 minimum daily budget.

What is ChatGPT Ads Manager?+

OpenAI’s self-serve advertiser tool at ads.openai.com, in beta since 5 May 2026. You verify your business, add billing, build campaigns, ad groups and ads, and read reports there. Your billing entity must be in a supported country.

Can I target keywords with ChatGPT ads?+

Not exact-match keywords. Ad groups take context hints, plain descriptions of the needs your offer suits, which guide matching without guaranteeing delivery. Location, platform and custom-audience targeting sit on the campaign.
